Some state associations run a member billing program at the very low end. If yours offers one, it belongs on your shortlist.

At every level, the software line is usually not the biggest line. Implementation, data conversion, support contracts and staff time are often larger than the license, and they’re the part that gets under-budgeted. That’s the next section.

What actually drives the number.

Two quotes that look $3,000 apart can be identical once everything is switched on. These are the seven lines that move the total.

The pricing model

Per connection, per user seat, per module, or a perpetual license plus annual maintenance. Per-seat punishes a utility where the clerk, the operator and the treasurer all log in. Per-module means “billing” may not include work orders, accounting or payments.

Implementation and data conversion

Someone has to move your accounts, meters, balances and rate structures out of the old system or the spreadsheet. Ask whether that’s included, quoted separately, or billed hourly.

Support and maintenance

Perpetual-license systems usually carry an annual support contract on top of the purchase price. Subscriptions usually fold it in. Either way, get year two in writing.

Hosting

On-premise software means a server, backups and someone to maintain them. Cloud software means that’s the vendor’s problem, and it should be inside the monthly number.

Online payments

A customer portal and card processing are sometimes an add-on module, sometimes a per-transaction fee, sometimes both.

Meter-reading integration

If you have or plan to buy AMR/AMI meters, pulling reads straight into billing can be a separate integration line.

Training

Is there a per-user fee?

No. Every user is included in the $3 per hookup. The clerk, the operator, the board treasurer and the meter reader can all log in.

What does the implementation include, and what does it cost?

Do we pay monthly during the migration?

No. Monthly billing starts when your utility is live on the system.

Is there a server to buy?

No. BasicBMS is cloud-hosted and hosting is part of the monthly price. An on-premise deployment is available if your board requires it.

What happens to the price if we add or lose connections?

It moves with your hookup count, with a $100/month floor. Add connections and it scales; lose them and it drops. There's no tier to jump.

Why is the minimum $100?

It's the floor for running a utility on the system. Below about 34 connections you pay the $100 minimum instead of $3 per hookup; above that, the per-hookup rate applies.
